Ministry of Industry and Information Technology: Eliminate backward production capacity by market competition

According to the target set by the Ministry of Industry and Information Technology at the National Conference on eliminating backward production capacity at the end of May, by the end of September this year, a total of 18 industries need to complete the task of eliminating backward production capacity for the whole year of 2010. According to the Economic Observatory, in mid-June, all the members of the Party team of the Ministry of Industry and Information Technology (MIIT) went out and each of them led the relevant departments and bureaus to all parts of the country to investigate the progress of energy conservation, emission reduction and elimination of expanded capacity.

Task improvement
Economic Observer: Compared with the State Council's "National Development [2010] 12-article" on eliminating backward production capacity, the Ministry of Industry and Information Technology raised a lot of elimination targets for steel-making, iron-making, cement, flat glass, paper-making and other industries at the working meeting on eliminating backward production capacity on May 27. Why does this change occur?
Zhu Hongren: The target task of eliminating backward capacity in some key industries specified in document Guofa [2010] 12 is still the target task of eliminating backward capacity proposed in the Government Work Report at the beginning of this year. It is only based on the target task of eliminating backward capacity in the Eleventh Five-Year Plan and the situation that has been completed by the end of 2009, considering the actual situation of various industries, and properly improving the target. Bid task.
For example, the "Eleventh Five-Year Plan" phase-out task of the ironmaking industry is 100 million tons. By the end of 2009, the country has completed the phase-out of 81.7 million tons of backward ironmaking capacity. Therefore, only 18.3 million tons will be eliminated this year, the target task of the "Eleventh Five-Year Plan" can be accomplished. Considering the arduous task of the phase-out at the end of 2011, the phase-out task has been raised and 25 million tons will be initially arranged. For example, the 11th Five-Year Plan phase-out task of the cement industry is 250 million tons. By the end of 2009, 240 million tons have been completed nationwide. However, considering the task of eliminating backward production capacity of the cement industry, it is still arduous, and preliminary arrangements have been made for the phase-out of 50 million tons.
Since the beginning of the year, the Ministry of Industry and Information Technology has been communicating and coordinating with the provinces in accordance with the tasks to be accomplished throughout the country and the specific conditions of each province. Especially in this year's "Eleventh Five-Year Plan" to complete the task of energy conservation and emission reduction is very difficult, the State Council also put the elimination of backward production capacity as an important measure to ensure the completion of energy conservation and emission reduction tasks. Therefore, on the premise of completing the task of eliminating backward production capacity put forward at the beginning of the year, the target task put forward at the beginning of the year has been further improved on the basis of consultation with various provinces on the basis of the situation of backward production capacity in various industries and the actual industrial development of each province.
However, the new target task has not been determined after the issuance of document Guofa [2010] 12. As a result, the task of eliminating some industries put forward at the National Conference on the Elimination of Backward Productivity of Industrial System has appeared, which is much higher than the task put forward in document Guofa [2010] 12.
Economic Observer: What measures will the Ministry of Industry and Information Technology take to promote the successful completion of the task of eliminating backward capacity in key industries such as steel, cement and flat glass?
Zhu Hongren: At the National Conference on the Elimination of Backward Production Capacity in Industrial System on May 27, the Ministry of Industry and Information Technology (MIIT) has broken down the task of eliminating backward production capacity this year into provinces, autonomous regions and municipalities directly under the Central Government, and requested that the target tasks be decomposed into cities and counties as soon as possible and implemented into specific enterprises to ensure that all backward production capacity that should be eliminated this year is closed before the third quarter.
This is a very important and critical step. Only by breaking down the tasks into enterprises can we really implement the elimination tasks.
At the same time, the Ministry of Industry and Information Technology, in conjunction with relevant departments, will implement legal, economic, technological and necessary administrative means to promote the withdrawal of backward production capacity. For example, we should strengthen the supervision and inspection of backward capacity enterprises in environmental protection, energy consumption and safety; raise the standard of differential tariff increase for backward capacity by a large margin, and strengthen supervision and inspection; increase administrative penalties for regions and enterprises that have not completed the task of eliminating backward capacity; suspend the approval, approval and filing of projects for expanding capacity in "two high" and overcapacity industries, and strictly prohibit them. New backward production capacity, etc.
At present, the Ministry of Industry and Information Technology, in conjunction with the member units of the Inter-ministerial Coordination Group of the State Council for Eliminating Backward Capacity, is studying and formulating the assessment methods for eliminating backward capacity, reporting to areas that have not fulfilled the task of eliminating backward capacity, rectifying within a time limit, and investigating the responsibility of those responsible for concealing false reports.
