  • Recently, Gao Changming, senior consultant and Professor engineer of China Cement Association, said in an interview with reporters that the implementation of staggered peak production mechanism in heating season in five northern provinces and regions has certain effect on resolving overcapacity, but to see the problems brought by this mechanism, we should make good plans in advance.

    "Three Elements" Should Be Seen Clearly

    Gao Changming mentioned several key factors affecting the operation of the heating season peak staggering production mechanism in cement enterprises. "First of all, it is the problem of workers'resettlement during kiln stoppage. The heating season in the north is longer, and it lasts for half a year in some areas. How can workers be resettled after such a long time of kiln stoppage? How do workers get their wages during kiln shutdown? Gao Changming threw out multiple question marks.

    Gao Changming gave reporters an example of these problems: "In some European countries, workers take paid vacations for a long time, with about four weeks each year. However, due to the restriction of economic level, paid vacations are very short in China. Moreover, the economy of Northeast China is relatively backward, and the per capita income is very small. In addition, with the decline of the output of enterprises during the kiln shutdown period, the income of enterprises is very low. Will it decline? Is it possible for companies to reduce costs if they want to maintain? Will workers'wages be affected? Will local governments support enterprises to implement staggered peak production in the form of subsidies? Cement business operators should seriously consider such issues.

    Secondly, Gao Changming pointed out that the excess cement production capacity in North China is only relative excess, not to a serious excess. In addition, the staggered peak production time is too long, will it lead to insufficient cement production in the five northern provinces? If so, will there be vacancies in the local market? At the same time, we should also consider that due to the allocation of market resources, cement products from surrounding provinces will flow into the five northern provinces and regions, which will cause cement enterprises in the five northern provinces and regions to lose a heavy blow to the market.

    Thirdly, Gao Changming said that peak production should be treated differently. Gao Changming told reporters: "Cement is indeed a high-pollution and high-emission industry, but after years of development, most large domestic cement enterprises such as Yatai, Jidong and other large-scale enterprises can meet the national environmental protection standards, the real responsibility for the haze is those small cement factories that have lagged behind for a long time, so the production of staggered peak in heating season can not grasp the eyebrows and beards, for example, for enterprises meeting the standards, the government needs. What policies should be put forward to assist and support enterprises that do not meet the standards at all? Should we adopt more severe penalties?

    Gao Changming said that peak staggering production must be linked by the government and enterprises, and the government should play a role of support and guidance, so that cement enterprises can assume more social responsibility without compromising their interests. And should the heating season be the standard for peak staggering? Because the heating season in different areas is too long, will the long shutdown time have a great impact on the production of cement enterprises?  All of these need to be considered. I think it is necessary to study and formulate a scientific and reasonable shutdown time.

    Eliminating backward production capacity is still the current theme

    Talking about the role of staggered peak production in the heating season in resolving excess cement production capacity, Gao Changming said that it would have a certain role, but the most important task of resolving excess capacity is still to speed up the elimination of backward capacity.

    "At present, the overcapacity of cement production is mainly backward overcapacity." Gao Changming told reporters: "The report on the work of the two sessions of the CPPCC and CPPCC government has proposed that'42 million tons of backward cement production capacity should be eliminated this year'. It can be seen that at the present stage, overcapacity of cement production has been eliminated as the main body of backward production capacity. At present, the main way of eliminating backward production capacity is to eliminate vertical kilns, but there are many new dry kilns with small output that should also be within the scope of eliminating.

    Gao Changming said that in eliminating backward production capacity, the government neglected the new dry process production lines with small scale and small output, most of which were built in the 1990s. "Low output, high energy consumption and large emissions" are the characteristics of these small new dry process production lines. We must strengthen the elimination of these production lines, while eliminating cement clinker production lines, we should also take into account some of them. Small grinding station, it is listed in the elimination range.
